Endosulfan: ryots want to be impleaded

Farmers from Gulbarga on Wednesday filed a miscellaneous petition in the high court to implead them in a petition filed by Endosulfan Manufacturers’ and Formulators’ Welfare Association (EMFWA) challenging the endosulfan ban imposed by the government.
The farmers claimed that they did not have any harmful effect after using the pesticide for the past two to three years. “The ban is against the expert committee report formed by the government to study the effects of endosulfan use in 2004. The ban affects the livelihood of about 5,000 people who are employed in the industry,” said the petitioners’ lawyer.
The government had banned endosulfan on February 19, 2010 on the basis of disability and diseases caused by the pesticide in several villages of Dakshina Kannada District.

ICT Students run to “Support the cause of the Indian Farmers”

Students of chemical engineering belonging to the Institute of Chemical Technology (ICT), Matunga organized an event on Sunday, March 13, 2011 to support farmers’ right to use endosulfan – an insecticide which they are using for more than 40 years to
prevent their crop of pulses, fruits and vegetables from insect attack. Through this sports event called “ICT-Green Marathon 2011”, the students  initiated an awareness campaign ‘Support the cause of the Indian farmer’ and proposde to lend a strong voice against the push for banning endosulfan. If endosulfan is banned it will soon be replaced by alternatives which are not “honeybee-safe” and will destroy the small farmers ecosystem. For over 40 years farmers have used endosulfan as the insecticide of choice. Endosulfan while killing insect pests is safe for honeybees and beneficial insects like lady bird beetle, all of which are present in large numbers in the farm ecosystem. Students of ICT have responded to the global initiative of UNESCO which has declared 2011 as the “International Year of Chemistry”. During this year UNESCO is focused on activities to educate, create awareness, develop public appreciation and build scientific temper in bridging global knowledge gap with a clear objective to change the negative perception of chemicals. Students were inspired to select endosulfan as an example as they had read many negative media reports and observed internet campaigns putting pressure on governments to ban endosulfan. “This demand (for ban) is not supported by science or by the logic of experience of over 40 years of its use by farmers”, says Aditi a student of ICT. “We understand the chemistry of endosulfan and after various discussions with experts in chemistry, feel shocked – how have decisions been taken at the Stockholm Convention to review endosulfan in spite of significant data gaps.” The Persistent Organic Pollutant Review Committee (POPRC) of the Stockholm Convention has recommended endosulfan for listing as a persistent organic pollutant. A decision on this recommendation will be taken in April 2011 by the Conference of Parties (COP) of the convention. Health problems in Padre Village of Kasargod, Kerala have been wrongly linked by environmental groups to seek a ban on endosulfan. Over 75 million farmers in India, most of whom are small and marginal, are using endosulfan, their experience and right to choose needs to be taken into account. There are no observers representing farmer groups at the Stockholm Convention. A progressive farmer from Gujarat, who is also attending the marathon questioned, “Our small, poor and marginal farmers have no idea why there are demands from non farming communities to stop use of endosulfan and why there is no opportunity given to Indian farmers to be heard at these conventions? Why the Europe is refusing the Indian farmer to keep his right to choose endosulfan while European authorities themselves allowed the Italian farmers to use endosulfan in hazel nut crop in year 2008”. The authorities in Italy allowed use of endosulfan in 2008, although the European Union had banned its use in 2005. Was endosulfan safe for Italian farmers? Were reported health concerns ignored so that the Italian hazel nut farmer could be saved from financial ruin? Should Indian farmers not have the same rights as the Italian farmer? In April 2011, the Conference of Parties will meet to decide on the POPRC recommendation. If they accept the proposal to ban endosulfan it will seal the fate of farmers in Indian and rest of the developing world. They will be deprived of the right to choose an affordable, broad spectrum insecticide that is safe to honeybees and beneficial insects, which are part of a small farmer’s ecosystem. Endosulfan is the last remaining “bee-safe” crop protection which is also soft on beneficial insects. Endosulfan is an off-patent pesticide. Originally invented in Europe, endosulfan has been safely used by farmers across the world for 55 years. There has been increasing pressure from international as well as local environmental groups to seek ban for Endosulfan on terms that have been proven to be unscientific and fundamentally flawed. Through media reports NGOs have allegedly linked endosulfan to the deformities and illnesses found amongst some villages of in the Dakshin Kanada region bordering Karnataka and Kerala. Farmers and students have demanded for justice and seek support from more quarters of society before any axe falls on the farmers’ fundamental right – their “right to dignity”, to sustain their livelihood and “their right to choose”.

Karnataka decision on Endosulfan not based on Science

Endosulfan is not carcinogenic. US EPA has classified Endosulfan under Group-E (Evidence of non-carcinogenicity). (see below the image of original document from US EPA)

Dr Andrew McKenzie, Executive Director of the New Zealand Food Safety Authority said “The claim that endosulfan, among other pesticides, is a carcinogen is just plain wrong,” “While no-one can be 100% certain about anything, endosulfan has been specifically tested for carcinogenic potential and the World Health Organisation, United Nations Environment Programme and International Labour Organisation categorically state that endosulfan does not show any such potential. Equally any other chemical used in food production is extensively evaluated for safety to humans. Raising concerns of this sort for people, where no cause for them exists, is irresponsible,” said Dr McKenzie. “It is very difficult to counter the worries this will raise for people, and is particularly upsetting when we know the statement is patently untrue”. Source:

Endosulfan: Victim of public perception


Among the first anti-endosulfan reports was Environmental Justice Foundation (EJF) report titled “End of the Road for Endosulfan” – A call for action against a dangerous pesticide, first published in 2002.

Is it a simple coincidence that it was published just a year after the European Multinational manufacturer’s decision to phase out Endosulfan?

Who were the donors for EJF? The report featured the face of an Indian girl child Shruti, a gruesome photograph of a beautiful child with deformed fingers. Soon the internet was flooded with negative reports of Endosulfan.

In 2001 Pesticides Action Network (PAN) donated US$ 3250 to Thanal, a Kerala NGO based out of Kasargod, to educate citizens on the negative effects of persistent organic pollutants on public health, the environment and local communities.

Is it a simple coincidence that this grant was given to Thanal in the same year that the European Multinational manufacturer of Endosulfan decided to phase out Endosulfan?

What was the source of funds of PAN? How much of their funding is from European Union? Did Thanal have the approval of regulatory authorities to officially receive funding for such purposes? Was it known to the authorities?

Centre for Science and Environment (CSE), an Indian environmental NGO in a report in its magazine Down To Earth issue of February 28, 2001 titled “Children of Endosulfan” reported that “several unusual diseases afflict a Kerala village. Residents blame aerial spraying of the pesticide Endosulfan by the Plantation Corporation of Kerala”. Endosulfan has been aerially sprayed world over without any health effects.

Who would question Sunita Narain the Director of CSE? After all Sunita Narain, has been awarded the Padma Shri in 2005 by the Govt. of India for her commitment to environment protection.

Is it a simple coincidence that the CSE report was published in the same year that the European Multinational manufacturer of Endosulfan decided to phase out Endosulfan?

Analysis of samples from Padre village from Kasaragod district of Kerala for endosulfan residues (A report by Padma S Vankar et al, for the Pesticide Residue Monitoring Study of the CSE, New Delhi, 2001). This report damned endosulfan for the problems in Kerala and was used by CSE to discredit endosulfan. This report and its conclusions were later found to be fraudulent by a peer review of expert scientists.

Is it a simple coincidence that the report by Dr Padma S Vankar was published in the same year that the European Multinational manufacturer of Endosulfan decided to phase out Endosulfan?

National Institute of Occupational Health (NIOH) a Govt. of India health laboratory published in 2002 a report titled Report of the investigations of unusual illnesses allegedly produced by Endosulfan exposure in Padre Village, of Kasargod district (N. Kerala)”. This report was published soon after a CSE report on Endosulfan.

Although the report was published in 2002, it was only in 2010 through the Right to Information Act (RTI Act) that raw data obtained from NIOH through intervention of the Chief Information Commissioner (CIC) provided conclusive evidence that the data and analysis of the report and its results were based on false readings.

Is it a simple coincidence that the NIOH report was published one year that the European Multinational manufacturer of Endosulfan decided to phase out Endosulfan?

Environmental Health Perspectives in a report in December 2003 under the section Children’s Health published a report titled “Effect of Endosulfan on Male Reproductive Development” generated by Dr Habibullah Saiyed of National Institute of Occupational Health (NIOH) and his team of scientists. Dr Sayed was then the Director of NIOH and the report was published early in 2003.

Is it a simple coincidence that the NIOH report of Dr Saiyed was published one year that the European Multinational manufacturer of Endosulfan decided to phase out Endosulfan?

Dr Habibullah Saiyed is now Regional Advisor Occupational Environmental and Health Sustainable Development and Healthy Environments WHO regional office.

The current Director of NIOH is Dr Nag. He has had to appear before the Central Information Commissioner who hauled the NIOH Director for refusing to provide raw data on the endosulfan study under the Right to Information Act (RTI Act).

Endosulfan


Maslow's theory of hierarchy of needs is very relevant in understanding psychology of activists.
According to Maslow, human needs can be presented in form of a five-level pyramid with the most basic needs at the bottom of the pyramid and highest level needs at the top.

5. self-actualization (morality, creativity, achievement etc.)
4. esteem
3. belongingness
2. safety
1. physiological needs (food, clothing, shelter)

As per Maslow's theory, people will first try to satisfy their physiological i.e., lowest level needs such as food, clothing, shelter etc. Once the lowest order need is satisfied, they will try to satisfy higher level needs such as safety and belongingness. Once that is satisfied, they will think of esteem. And finally, when all lower order needs are satisfied, they will think of self-actualization.

This theory is applicable to activists. More particularly in developing countries like India; there is a problem of unemployment. To start with something, activists accept funds for campaigning. Sacrificing morality, they come out with tailor-made unscientific reports. Once they get addicted, they want to make a quick-buck through funded campaigns.

There is also a rush to claim "compensation" for which people try to prove that they are "endosulfan victims". Some politicians distribute funds to such victims despite the fact that the expert committee appointed by the government has concluded that there is no link between alleged health effects and Endosulfan.

Trade body opposes ban on Endosulfan

The killer pesticide Endosulfan is in news again. With `1,300-crore market in the country, Endosulfan has been facing the wrath of environmentalists and NGOs who are demanding a ban on the pesticide. But a trade body representing pesticide manufacturers has opposed the ban, saying the chemical was not responsible for the deaths it is accused of.

The Pesticide Manufacturers and Formulators Association of India (PMFAI) on Friday said Endosulfan was not responsible for the deaths and sufferings of people in Kerala’s Kasaragod. Talking to the media here, president of PMFAI Pradeep Dave alleged the environmental groups campaigning against Endosulfan were funded by the multinationals in Europe who wanted to ensure a ban on the affordable and generic pesticide to push their patented and expensive alternatives.

However, he said several expert committees were set up by the Union Government and all of them concluded that there was ‘no link established’ between Endosulfan and the alleged reports of health problems in Kasargod. Dave blamed the National Institute of Occupational Health (NIOH) study, which was the root cause of demand for ban on Endosulfan, but it contained “unscientific and implausible” aspects.

He said, “Endosulfan was cheap at `250 a litre compared to the cost of patented alternatives that ranged from `2,000 to `8,000 a litre.”

However, India produces over 80 per cent of global production and uses 12 million litre of this pesticide. It also exported 18 million litres of this pesticide last year.

In a related development, MP and environmentalist Maneka Gandhi has urged all the State Governments to ban the pesticide. She said recently at Hubli that the use of Endosulfan has proved fatal in many cases. “It is causing huge damage to soil fertility and crops, besides severely affecting the health of people who consume crops sprayed with endosulfan,” she remarked.

SK Handa, fellow of National Academy of Agricultural Sciences, said as per international norms prescribed by the Codex Committee on Pesticide Residues (CCPR), it was mandatory for residues to be reported as identified only after performing ‘confirmatory test of each sample’.

“Endosulfan cannot be blamed for diseases in Kerala. It is due to other reasons. Genetic variations in certain groups of people in Kerala could be responsible for these diseases. There are such health problems reported in other parts of Kerala where Endosulfan is not used,'” he claimed.

However, R Hariharan, chairman of Washington-based International Stewardship Centre, said the proposed listing of Endosulfan as a Persistent Organic Pollutant (POP) was to serve European trade interest. “If generics are banned through regulatory mechanisms it becomes easier for patented molecules to expand their market share. These contentions are being exploited by the vested interest,” he alleged.

European Union's strategy in banning Endosulfan




European Union had produced and used Endsoulfan for 55 years until they discontinued it due to low profitability. In order to replace the undisputed demand in the global endosulfan markets with their patented products, they played up a strategy which even went to the extent of creating fradulent scientific studies to funding NGO's to create noise against endosulfan.
It's high time we raise our voice against the super powers and prove the power of truth!

Fabricated False Evidence against Endosulfan


Activists have created stories and have fabricated false evidence against Endosulfan. Obviously they were funded for carrying out campaigns against Endosulfan. 

Many useful products like Endosulfan have become off-patent today, in due course of time. As anyone can manufacture these products, there is competition in the market. Consequently, these products have become available at an affordable price, and poor consumers are benefited. But some companies launch a campaign against such off-patent products through activists, with a view to prejudice people and impose a ban on such products. The result will be that, the off-patent products will be off-market. On one hand, the consumers will suffer as they will have to pay high price for patented products, and on the other hand, the small industry will also suffer, as the off-patent products which they manufacture will be banned with the help of activists.

Symptoms of iodine deficiency wrongfully linked with Endosulfan


Symptoms of iodine deficiency include thyroid enlargement, goiter, nodules within goiter, and pregnancy related problems such as miscarriages, stillbirth, preterm delivery and congenital abnormalities in babies. Children of mothers with severe iodine deficiency during pregnancy can have mental retardation, problems with growth, hearing and speech, cretinism and low intelligence. 
These effects are NOT caused by Endosulfan, but it is due to iodine deficiency.

European Union Exploits Stockholm Convention


Driven by trade interest, EU is pushing Endosulfan for POP listing
Elimination of Endosulfan is expected to severely impact pollination and India’s farming

India is today the second largest producer of horticulture crops (fruits at vegetables) and annually produces over 215 million mt (2008-09 figures source Ministry of Agriculture). This is almost as much as India’s total food grain production of 235 million mt (2008-09 figures source Ministry. of Agriculture). India’s export of fresh fruits and vegetables was Rs 3659 crores during 2008-09 (source APEDA). India ranks fifth in the world in cropped area under cultivation and production of potatoes. India produces 40% of world’s mangoes, 26 %bananas, 18 % cashew nuts, 28 % green peas and 12% onion.

Endosulfan is a plant protection chemical used by farmers for more than 55 years to control pests during the early phase of cultivation and particularly during pollination. It is widely used by farmers in India as a broad spectrum insecticide soft on pollinators and beneficial insects. Besides cross pollinating our food crops, Honey bees are vital links that forge the bio diversity of the environment. Endosulfan is used extensively in cultivation of fruits and vegetables. Today India is the largest producer of Endosulfan and accounts for over 70% of the global trade of this product.

The European Union is pushing the Stockholm Convention to bring about a global ban on Endosulfan by spearheading a campaign to list Endosulfan as a Persistent Organic Pollutant. All decisions taken against Endosulfan at the Stockholm Convention have been without consensus and in spite of lack of full scientific certainty and significant data gaps.

While considering the EU proposal to list Endosulfan there were serious procedural lapses:

  • The text of the convention, their articles and rules were not followed
  • The process was not transparent
  • There was conflict of interest as European Union the notifying party for Endosulfan also prepared the risk profile
  • The proposals to recommend Endosulfan lacked scientific merit and decisions were taken despite significant data gaps.
  • India’s protest and dissent notes were ignored and all the decisions relating to Endosulfan were taken by voting in spite of serious objections from India, China, Argentina and other countries.
The European Union (EU) is pushing India and the global community to stop use of Endosulfan as it has proposed listing of Endosulfan as a persistent organic pollutant, in spite of lacking full scientific certainty. If Endosulfan is banned farmers will need to find replacements and will be forced to use expensive patented and proprietary molecules produced by European multinationals. Farmers in India will be forced to use alternatives like neonicotinoids in spite of it being banned in parts of Europe.

To create a climate for ban on Endosulfan in India, the EU funded lobby of environmental NGO’s has generated various studies and surveys to link Endosulfan to incidences of  human health effects and have stigmatized Endosulfan by unleashing a false propaganda against Endosulfan in the  media.

World Health Organisation (WHO) and Food and Agriculture Organisation (FAO) and the International Agency for Research on Cancer (IARC) have all classified that Endosulfan does not cause cancer, is not genotoxic or mutagenic.
  
Pesticides Manufacturers and Formulators Association of India (PMFAI) held a Press Conference in an effort to support India’s position on Endosulfan at The Stockholm Convention and invited Mr R Hariharan, Chairman International Stewardship Centre (ISC), an observer at The Stockholm Convention and Mr Anil Kakkar, Director Crop Care Federation of India (CCFI) to share their experiences.

Shri Pradip Dave, President of Pesticides Manufacturers and Formulators Association of India (PMFAI), expresses fear that India’s Food Security would be at stake if the use of Endosulfan is banned.” An industry issue, it is gaining more ground as a political issue, where facts or fundamentals have no considerations. Under any circumstances, if the Government bans the use of Endosulfan in the country, the farming community and the country’s food security will be adversely affected, he added.

With the growing population of India and to meet the basic needs of the masses, it is becoming essentially vital and important that agricultural production keep pace with the increase in population. This is the only way to feed more than billions people without being dependent on imports.

A very few plant protection products actually qualify for Integrated Crop Management system,  Endosulfan is one such product which is not only effective in controlling pests but also helps in improving the productivity of crops/plants without being harsh on the environment.

Shri Hariharan, Chairman of International Stewardship Centre (ISC) said that “Currently, the worldwide usage of Endosulfan is estimated at 40 million litres, which makes it one of world’s top five generic agricultural insecticides. The trade in Endosulfan today is in excess of US$ 300 million (Rs 1350 crores) and its replacement value is estimated to be in excess of US$ 1000 million (Rs 4500 crores). Endosulfan’s popularity as a broad spectrum generic insecticide soft on pollinators and beneficial insects has resulted in its safe use for over 55 years. Today India is the largest producer of Endosulfan and accounts for over 70% of the global trade in Endosulfan. As a result it’s caught in a cross fire in a battle between “generic” insecticides produced by Indian companies vs. “patented” insecticides produced by European multinationals”.

Shri Anil Kakkar, Director of Crop Care Federation of India (CCFI), further added that Endosulfan is one of the most widely used pesticides in India. Indian farmers have been relying on Endosulfan to protect their crops since several years. The climatic conditions and the pest complex in India are very different that Europe and the use of products like Endosulfan are well suited for tropical countries like India. Banning the use of Endosulfan can impose serious threat to pollination and on its resultant effect on our food security. Replacing Endosulfan with other patented costly plant protection products will increase the cost of pest management for Indian farming community, which may increase food prices and aggravate inflationary pressure”.
